Welcome to an educational opportunity that could redefine the trajectory of your professional journey in real estate and urban development. “The Missing Middle Housing Class,” also recognized as “New Statewide Zoning Laws,” is not merely a CE course—it’s a blueprint for navigating the seismic shifts occurring in Washington’s housing landscape regarding the demise of single-family residential zoning. This class is pivotal for a variety of professionals—real estate agents, appraisers, city planners, lenders, and builders.  Why?  Because these laws impact every facet of real estate from the ground up.  For agents and brokers, understanding these changes is vital for guiding clients through the new landscape. For appraisers, these laws redefine the parameters of property valuation beyond traditional single-family residences.  City planners will find these sessions invaluable for aligning municipal development plans with state mandates.  Lenders and builders will gain insights into how these changes affect financing, development, and market dynamics. This isn’t just another Continuing Education course.  It’s a critical investment in your future and in the future of Washington’s communities. With the passage of HB 1110 and HB 1337 in July, the state of Washington has inaugurated a new era in residential zoning and development.  These legislative changes are not just amendments; they are foundational shifts that promise to redefine the fabric of our communities.  Cities and counties are now mandated to adopt multifamily zoning regulations and expand allowances for accessory dwelling units (ADUs), signaling a move towards increased density, diversified housing. and a reduction of single-family zoning. This class is so important that the state has approved Richard Hagar, SRA to provide CE instruction to appraisers and brokers.  This class is being offered through the Hagar Institute (for appraisers) and Fidelity National Title (for brokers). This class will be in two parts, each with a separate approval number so you can pick the level of information you need to prepare for this monumental change. Part 1: Explaining the new zoning laws.  Some cities must allow a minimum of four units on former SFR sites, while larger cities must allow a minimum of six, all of which negatively impacts a buyer’s ability to obtain financing and a broker’s ability to close sales. Eventually, FNMA, FHLMaC, VA, and FHA will be unable to be involved with financing homes in many areas across the state. As a result, loans will become more expensive and fewer appraisers will be qualified to appraise a typical home. The time in between loan application and loan approval will increase. The limits and issues will have you shaking your head in disbelief. (3.5 CE hours - appraisers = A23022934 / agents = C23024446) Part 2: How to deal with the new laws.   We will explain how brokers can help buyers and sellers properly value properties.  A house on one side of the street could have a different value than an identical home on the other side, all based on their distance to a bus stop.  We will explain how to locate the boundary lines that impact value.  Rezoned properties will attract different buyers than typical today.  The class will explain how remarks in the MLS and advertising can be altered to get the attention of these new buyers. By understanding the “appraisal and lending problem” brokers can better schedule closings and explain the reasons for increased loan and appraisal costs when they are helping buyers and sellers understand the issues – a goal for any professional.  (3.5 CE hours - appraisers = A23022936 / agents = C23024448) Due to the importance of this class and large number of attendees there will be a reduced fee of $55 per person for Part 1 plus $55 for Part 2 or save $10 and attend both for $100.
